I've found a marvellous little tool that allows you to plan character development and also gives away some of the secret details of powers that the developers though we were too stupid to understand. I'd recommend it:

I've used it a fair bit for heroes and villains and had no real problems with it. There are a few times when it has acted oddly, but no more than any other freeware application I've used. The accuracy of the "hidden numbers" it gives you is more in question (I've no idea, but they seem reasonable based on my experience of using a fair few of the powers).

Not sure what you mean. It handles all current Super (CoH) and Villainous (CoV) powers, including pool and patron powers.

I was thinking of the "Patron Powers".
